Is it the charger or the batteries. you should be able to pick up a charger / power supply at most electrical outlets or eBay with correct voltage and amps out put. If you have a problem with the plug end of the charger you can cut and join to new one.

Rechargeable batteries do have a lifespan, they won't recharge forever. If you have fully discharged the batteries then fully recharged them and they still don't have full power or they only last a couple minutes then they are done. If they won't charge or the charger shows them as defective, the only fix is to replace them.
First, make sure your batteries are rechargeable. But even rechargeable batteries have a lifespan, try charging it into another charger. If it is charging on another charger, then that means your charger is faulty. If it won't charge on another charger, then the batteries are dead, and you need to buy new set of batteries.
Chargers will out last batteries by a long time.You will need to get a new battery. Black & Decker is a cheap household brand and does not hold up for long periods of time. I have better brands and buy several new batteries every year.
When you pick up your GE cordless phone and press a button, the phone should beep as a confirmation that a button has been pressed. If the telephone handset does not beep, or if it does not respond to any buttons, the battery may be in need of a recharge. Verify that the cordless phone base unit is plugged in to an electrical source, then place the handset into the charging cradle. If no lights illuminate on the phone, or if charging fails to correct the issue, clean the metal charging contacts on the cordless handset and place the phone back on the charger. If it still fails to respond or to charge, the unit may need to be serviced or replaced.
If the cordless phone charges up and appears to be ready for use but dies after only short periods of use, the internal rechargeable batteries may need to be replaced. Replacement batteries are widely available at electronics and discount retail stores. Note your phone's exact model number, as this number will be necessary when purchasing a replacement battery.
rechargeable batteries can build a memory, if you use it say for 5 minutes and then put it back on the charger - then the next time you use it for 5 screws and put it back on the charge - see where I am going Over time the rechargeable batteries "learn" they only have to work for 5 minutes ( dang my son was that way) You need to fully drain them and recharge them fully several times might take 10 times. We have a program in our shop that when you are done with a battery it goes in the flashlight until dead, dead, dead then to the charger. I have batteries that are 10 years old and still work almost like new. You may have to replace yours but it is worth a try
Those batteries are not chargable. I think you need AAA NiMH rechargeable standard batteries. You can get them at Walmart, Radio Shack and many other stores. If you have the owners manual for the phones it will have information about the batteries.
The "memory" effect really only effects nicad and nimh batteries. Lithium is not really affected by this. on early Metabo LI batteries if the batteries had to be reset you had to put the batteries back in the charger. The reset was in the charger. then that was soon changed to having the reset in the battery itself. you could do it by simply pressing the LED button on the back of the battery. It sound like you either have a bad cell in the battery or bad electronics in it.
if the phone has a recharger on the station, you may want to buy rechargeable batteries since the above are normal not rechargeable. You shouldn't use normal batteries in the phone if it charges them in the charger, could leak or explode.
