The only way to correctly diagnose what is going on is to have a diagnostic scan done, sounds like the pcm has gone into 'limp home' mode which restricts power to prevent damage to the powertrain
run fault codes to find what sensor is going outside parameters for this to happen. Limp mode becomes operational from faults detected in the engine and transmission and is designed to prevent expensive damage to the units.
the car is going into limp mode due to an engine management fault. have to check what the fault is with a code reader. if the milage is high 100,000+ could be a turbo fault (overboosting), as this will put the car into limp mode.
sounds like a skip if the light flashes. your vehicle goes into a limp mode if it detects a problem to prevent further damage. this is why you cant go over a certain speed of rpm

Code 24 is a vehicle speed signal sensor fault, the sensor most likely does not provide a useable signal until about 25 MPH, when the computer doesn't see any signal after that speed it turns on the light. Make sense?
