The blinking light does indicate power problems here is the exact message: "The power supply is receiving power from the source but is unable to properly distribute it to the components." I would suggest pretty much the same thing. Remove any additional components you can, reboot and see if the problem still persists. If it does I would call back informing that with only the basic componets it still fails. If you are able to boot to windows go to system in the control panel and under the advanced tab unclick the option 'automatically restart on system failure' something to that affect. That would give you an error message that may diagnose the problem more specifically. You would have to verify with dell if you could get a larger power supply for that particular system.

That flashing amber light is usually a sign the power supply is failed or is failing. I would suspect the power supply is the problem in yours. It is the better of the two problems connected with the flashing amber light..the other is motherboard is failing. Arrrr!
hope this helps (it takes a standard- oh say 350 watt 20-24 pin power supply unit.)
Hope an answer helps.

SOURCE: Flashing orange light on power button of Dell

If you experience the dreaded blinking orange power light, make sure to check your motherboard for blown capacitors as well as corrosion on the motherboard. Looks like the photo below.... if you see this then a replacement motherboard is needed.

Orange flashing light on a dell dimenson 5150 computer won't start up

The orange flashing light on the power button is an indication of power supply failure.

Your Power supply unit needs to be replaced.

Power button if flashing orange and nothing else works

It's likely that your power supply has started to go out. There are several different leads with varying voltages & amps. If your computer is getting enough power to make a light flash yellow or orange then this often means that there is something wrong with one or more of the voltages from the power supply. Sometimes it means that something is wrong with your motherboard. Like: burned out capacitors, resistors, & etc.
