can you access it from the back seat.? you might have to remove the bench seat and then the back rest to shine flashlight to see if indeed something is jammed in the latch.
There are two 7.5A fuses in-line located under the left 3rd row seat. The exact location is behind the seat, below the floor between the seat and the storage compartment. Easier access if you remove the compartment lid.
try pushing down first and holding it down while turning the latch. If it opens then spray it with some WD 40. If you can't push down hard enough then get one of you cute little curtain climbers to stand or even jump on it while you turn the knob. I hope i/m the winner.
