Try to update your driver using windows, Right click and "search driver automatically" from manage (Right click on Computer>Manage>Device drivers) or check in this website http://support.dell.com/support/downloads/
I recommend you to use "Service Tag" (you find on bottom) to find exact drivers..

yeah sounds like a driver problem. I dont tinkj its the keyboard driver though as dell sometimes uses the main board drivers to control Function Elements..

Update the drivers from here.. http://support.dell.com/support/downloads/driverslist.aspx?c=us&l=en&s=gen&os=WW1&osl=en&catid=&impid&SystemID=INSPIRON1300/B130

Just update all while your at in in case your using a generic driver.

Installed a new hdd after my dell 1300 kept saying no bootable device and no hdd found now still says no bootable device restore cd wont start ether.

Have you tried accessing the bios and resetting it to factory default settings? Sometimes this will get the laptop to recognize the hdd. Otherwise, it may be either the connection isn't secure, or the bios has become corrupt and you may need to update (flash) the bios

Dell dvd not working

First thing you need to check is whether the issue happens only if you are logged in to Windows or not. For you to check if it also happens outside of Windows, insert the Windows Operating System disk (XP or Vista) then shutdown the computer. Turn it back on. As soon as you see the Dell Logo, keep on pressing F12. Then select "CD/DVD ROM" from the choices and press enter. When you see the prompt "Press any key to boot from the CD", keep on tapping the "Enter" key. If your CD/DVD drive is working fine, you should see a page that'd say "Windows is loading files". If not then the system is not detecting your drive. Then check the BIOS page. F2 on the Dell Logo. Then look for Drive Configuration. If the drive isn't there, reseat it. Physically remove the drive from the computer and put it back in. Then restart.
