You need to remove the bobbin from the "race" by following the instructions in the manual. Give it a good clean and remove any bits of fluff and thread. Remove the upper thread also andmake sure that the tension wheel is clear of any broken threads and is on the correct setting. It may have been threaded wrong. The hand wheel not turning sounds like the bobbin area is jammed also.

Move the bobbin winder to LEFT. Sounds to me like you didn't re-set after winding a bobbin.

I cannot figure out why my 401a will not make a complete revolution with the hand wheel. I I have cleaned the cam stack and oiled all moving parts. What else can I try?

A first thing to do is a heavy duty clean of all the moving parts you can get to. Have a very close look for any bits of thread in the feed dogs, bobbin carrier and along the thread feed areas. Even the smallest bit of thread can cause trouble in your machine.
Have you had repairs done on the machine recently? Does the wheel steadily tighten before it stops or does it just stop hard and suddenly? Try turning the machine by Hand with No thread and no needle in it. This will test to see if it's the thread feed or a bent needle that's causing the issue.
A gradual stop is usually something too tight or catching in the machines moving parts. A sudden stop is often caused by something physically blocking the mechanical parts from moving.
Again with no thread or needle roll the hand wheel to where it stops and look to see where the needle clamp is. Roll the hand wheel backwards until you hit the stop position again. Does it stop at about the same position?

  1. If your hand wheel is hard to turn do not force the hand wheel to turn. ...
  2. Remove the bobbin case and clean any lint or thread that may be stuck or have built up in the machine using either a small brush or vacuum.
  3. Once this is complete check if the handwheel moves freely without the bobbin case.

Needle will not move up or down

check that the little wheel inside the hand wheel at the end of the machine is tight and has not been loosened to rewind a bobbin
if it is then check if the hand wheel moves and if not , then check for thread jamming the shaft behind the bobbin carrier
failing that have it serviced by a sewing machine mechanic

You said the hand wheel barely moves. Is that all the time? If the hand wheel is hard to turn the motor is getting overloaded and is protecting itself by stopping and giving you the error message. You need to determine why the hand wheel is tight. There could be thread caught or something might need lube. These are non oiling needed machines however sometimes a linkage might need fresh lube.

Sounds like you don't have the machine properly threaded.
Try removing the top thread to see if the machine moves freely with the hand wheel.
If it does, then put in the top thread, and adjust the tension to it's lowest setting. Go from there.

If the machine is hard to turn without a top thread, oil it to see it that frees it up.
If not, the machine will need to be serviced.

Hand wheel spins without moving the needle

I used to have an old Bernina that had an inner and outer hand wheel. Loosening the inner wheel disconnected the needle bar from the motor so you could wind the bobbin without running the needle up and down. It sounds to me like your machine has the same feature, but resistance on the needle makes the inner wheel loosen up. I don't know whether wrenching on it as tight as you can would be enough, or whether this is a symptom indicating that there is something loose internally in the connection between the inner and outer wheels.
