This is likely a power board failure. Check that this board has blown caps and replace the caps with the exact part and make. This is usually a $10 fix.

this is an issue with either one of two things,
1) Power supply
2) Lamp 'Florecent back lighting tubes' ballest.
Depending on the service shop rates, the labor is more than the part. Call around and get some price quotes. Worth your time. These set's are still expensive?
Now if it's a 15" . Buy a new one. They are just a throw away item these days.

do you have sound? if so check for a bad cap in the power or mainboard the can like device will be puffed up on the top the values is on the side if you find one change it out if not you will need a mainboad common problem

Sounds like the power supply is bad.Do you know anything about working on circuit boards ? I bet some of the capacitors need replacing.This is a quick and very cheap fix if you know how to do it.
On the back of the tv is a panel held by two screws.Remove those and you have instant access to the power supply.Look and see if any of the capacitors are bulging or leaking.
