For updating the iOS, you need to be connected on the Wi-Fi.
Tap Settings > General > Software Update. Tap Download and Install. If a message asks to temporarily remove apps because iOS needs more space for the update, tap Continue or Cancel.
Do you mean it doesn't even show that it's charging when plugged in? If that's the case then your phone's battery might have died and since it's an iPhone so you can't open the back either therefore the only option left in that case is to get it repaired at an Apple store or replaced for a new one.
one known problem with iphones is that at times when they hit 50% charge they will appear to die. Hold the home button and the sleep/wake button (power button on top) for about 10 seconds or so. If it works you will see the white apple logo appear.
