Try this: unplug the power cord from the wall, let TV set stand for AT LEAST 30 minutes, then plug back in and and see if the TV operates as normal. Sometimes this works and sometimes it doesn't. Good luck !

This is called 60cycle hum and it is caused by the 60Hz signal of the power supply "leaking" into the video circuitry. It is caused by a faulty filter capacitor. and can be seen by using an oscilloscope. I would suggest that you take the TV to a qualified TV technician for servicing, because this type of repair is not for the do it yourself person.
