These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. hello, you have a either your su, sd or sc boards fualty and it is a driver sos1 thats what the manual reads the best thing to do if your not electronically inclined or able to fix it is to get a service manual and make sure it is for your specific model and size you will find what the 7 blink codes mean, on my side i have a 42 in pana the service manual for this set and your is similar so since it is not the same model i cant tell you exactly what the truoble is but your best bet is to find a service manual find the 7 blink fualt then without getting ripped off you will know what the service man needs to do if you dont know or cant replace the parts yourself that is besides having to download firmware from your computer to a sd card and update your set but you need to solve the blinking code first it may solve the entire issue. the tv should come on when you resolve the blink codes or replace the fualty board or boards

The problem is not the power supply, is with the tunner board voltage. change the P.A board fix the problem.
