Please provide more info about your computer. When did this problem start, when you installed VISTA? How do you know this about your CPU? Usually the CPU settings are not adjustable and are part of the hardware of your computer. Your computer may not be able to handle Vista Home Premium. What was your original operating system? You may not be able to upgrade using your existing computer.

Put a better quality power supply with at least 650 watt. Your P4 MB which supplies the power to the CPU is under fed due to your power supply. You can try this first to optimize Windows Vista

If you've scanned it for malware, there's not much you can do, other than replace it, assuming it has enough RAM. Depending on your computer's age, increasing the memory is the lowest cost action one can take to speed it up. If it's more than about 5 years old, it would probably be best to "bite the bullet" and get a new one.

most CPU are slow , you get what you pay for, just like slow cars are slow. T4200 core 2 is slow. and is OLD.

Before you make any physical changes to your current system read this and get back to me. Now.... just on a fundamental level once we identify what EXACTLY we need to accomplish what you NEED, futuristically it might here be suggested that you may have to purchase a higher wattage power supply. Based on my speculation of what you've provided tus far, your power supply is either going bad or its wattage is in the neighborhood of 185-300 Watts. It is here suggested when one is upgrading their system, it is a decent idea to upgrade the power supply as well. Keep the older one just in case. By the way, which fan are you striving to repair? If it's the cpu fan we'll probably replace that too. All of the previous is offered only if you have just a few budget constraints. Relative to creating a partition... are you speaking of your hard-drive? Kindly provide me with a System Information report. What operating system are you using, and what computer system do you own: Dell, Acer. Compaq, HP, etc.?

I suggest that you take it to a repair ship and have them hook a machine up to the computer in your car to do diagnostics so then you would know what exactly is going on so you could fix it once and for all.

Very likely. Check Performance in Task Manager. 100% CPU Utilization is common on older computers. This is a decision you must make on what your needs are.

Cpu is underpowered and affecting performance

If you're speaking of the Windows Experience Index, ignore it as it isn't a good indicator of performance or quality. I've got a 2 Gb 1256 GHz video card in an SLI configuration I can run full resolution at 120 fps. According to the Windows Experience Index my video card is 7.1 gaming rating but under Astro it only ranks 4.3 and thus regardless of how fast my 8 core machine is (4.8 Ghz) with 32 Gb 1600 RAM, my index rating ultimately is based on the lowest number.

My Dell Vostro 1000 computer shuts off within 25 seconds of turning on. It doesn't have time to repair itself before shutting off. I've checked the fan, power supply, battery, and removed the hard drive...

Has this problem been resolved? My immediate suspicion is an underpowered peripheral--do you have some sort of expansion card or adapter in your Express Card slot? If you have something like a USB 3.0 adapter or TV tuner card, remove it or provide it with an external power supply.

I have an rdx 200 motherboard brand new but I cant load anything not even bios 4 diagnositc lights show up.

try a new power supply first. There is a light on the board that comes on when the power supply is plugged in.

Computer freezes after about 10 mins !

It is possible the power supply is now too small for the number of loads you now have.Not sure what your CPU is ,but I bet it is 80 watts just by itself. The minimum wattage requirement or the video card by itself is 300 watts.Add the drives,ram,fans and mobo and you way underpowered.
