If you have a Backup & Restore card you can manually restore the system. If not you will have to restore everything by manually including voicemail greetings and automated attendants.

The only way to restore the setting is through a Backup & Restore card plugged into the system. Also check the system batteries. This will keep power to system during an outage.
If this is happening on the entire system, then make sure you have the number of lines programmed correctly. If this is correct you may have a bad processor card. If this is a happening on an extension only, then the port/card may be damaged I would temporarily move the extension to another port on a different card and see if the trouble follows. If it does you have an issue with the phone not the port/card.
Sounds like your system lost its programming so now the voicemail ports are just like extensions, they are ringing and picking up. And since the voicemail doesn't know where the phone systemn is, it just transfers all calls to the lowest numbered extension (10)
It sounds like all the incoming calls are going to a hunt group. This would explain why three extensions ring, then it goes to the receptionist, and then ends up in voicemail.
Try looking for a hunt group that distributes to the three extensions in question, or that only has those 3 extensions active.
IS the system time/date correct? Chances are that the voicemail is picing up and "Transferring call" to the operator (Ext 10) The system will need to be re-programmed from scratch.
Your system lost its programming. It will need to be reprogrammed completely. The lines are ringing on the extensions where I voicemail is, unplug voicemail and at least lines will ring in correctly.
