you may be out of luck on this one but I would get hold of G.E. and see what they have.

do a search,type in GE 3-5814B service manual and the first one that reads about documents and manuals is the one you want.

CB radios are incredibly simple, any decent CB shop should be able to set you up with a power cable and show you how to use the radio.

I take it that you require a user munual for your GE 3-5908 CB Radio.

If this is correct, then try this: join yahoo group Specific to your radio Make/Model, and apart from lots of useful info you may be able to download manuals, diagrams and such for your radio if available, and all this is free.
