I have a brand neww dell xps 8700 and for some reason it stays on power saving mode. cannot download drivers and documentation .

Yes, you arent getting a signal to your monitor from your video card. Try replacing. If its onboard then the Mainboard may be bad. These machines are known by Dell to go bad and is covered under warranty, provided you still have it.
The message you are getting is coming from the monitor, not the P.C.
Its telling you you it went into power save since its not getting a video signal from the P.C. Check connections as well.
If your using any kind of splitter, remove it and connect monitor directly to P.C. to be sure.

What operating system are you using? If its windows in the control panel there will be a power management option. Go to that and change the settings for standby mode

first try to connect another power source if it does work that is good then try the other options 1- rams 2- vga card 3- cpu 4- of course there is always the motherboard option....
i had the same problem several times mostly it is the power supply ( the power source ) sometimes gives a weak voltage or amps....

There are times when you need to install software for a monitor to work with a PC. If you have the software disk that came with the monitor, you can try to install. You can also try changing the power cord to the monitor. Generally, power cords for PC's and monitors are the same. If you use your PC power cord and the monitor comes on saying that there is no connection with a computer, and it was not doing this before, you can get a new power cord for the monitor. If you can, try the monitor with another PC or laptop to rule out a bad monitor.

It's not the light.Your CPU might be already dusty. I also had an experience that was just like you. I just cleaned up my CPU and the noise was gone.
