Your pump is for above ground pools and those motors are generally split-phase and do not have a capacitor. There is an internal starting switch mechanism which can fail and when it does the motor will hum/buzz but fail to start. If the switch arms are just worn out of position you can probably fix it. If they are burned up from wear the switch can be replaced but the cost of the part and likelihood other issues with the motor are close behind lead most people to just replace the motor.
