The POWER light should be 100% on.
The WIRELESS light should blink -- hunting for wireless devices, and communicating with them.
The NETWORK ight should blink when there is activity to/from the internet.

Its normal for the internet light to blink, it means that its having an activity.
Try accessing the modem GUI (graphic users interface) and then change the WEP key or security key , if the modem-router is not password protected then just reset it.
Is it the Data Light? If it's the Data Light it's actually normal for it to blink since it's getting the user data to the modem. However, you might want to recheck the connections, if the cables are connected correctly to the correct port. If all else fails, you might want to contact your Internet Service Provider where you got this modem from since the modem might be faulty.

If you are still experiencing normal internet connection then this blinking is normal. If you have lost connection to the internet then first thing to try is to unplug your modem and router for a minute and then plug them back in.
From time to time static can build up in the connection and you can lose the connection. Restarting the modem and router will reset that connection.
That's got nothing to do with windows 7. You have a problem with that modem. Oh & if you're trying to use windows 7 on a dial-up connection,it's not going to work well. Microsoft pretty much stopped any support for dial-up on the newer operating systems. So if this is your situation,I'd downgrade to xp, vista won't do well either. Now if the modem you refer to is a dsl or cable modem, try "power cycling" it by unplugging it for 30 seconds & plugging it back in. Do this with the pc off until the lights on the modem are normal again. Then plug the pc back in & see if it's ok. If not,call your ISP & talk to tech support. It'll be on thier end.
If you are referring to power light, blinking light specially if red indicates hardware damage. powering down the modem for a minute and powering it back on normally stabilizes it but if not normally it needs replacement.
comcast tech reported this is a bug in the firmware that comcast cannot figure out. better to ditch modem and switch to motorola surfboard style modem. ymmv with your cable co
