I did all the tips to check the pump. Took washer a part and no luck. I was ready to haul it to the dump. As a last resort I put drain cleaner (dollar tree brand) in the tub and ran the washer on hot. After the cycle I lowered the hose inot a bucket and turned the washer on Drain. I heard a pop and the pump was free. Works like a champ now.
Most cars turn on the wipers when the washer pump is turned on. Look for a stuck switch or relay in the washer circuit. It seems that the wipers think that the washer is on.
