There are usually contacts on the cartridge that interface with a reader in the printer to detect the chip in the cartridge. Examine a cartridge and look for any electrical contacts, make sure they don't look damaged or dirty clean them with 98% isopropyl alcohol. With the printer powered off and upplugged, try to find the corresponding contacts inside the printer for each of the contacts on the cartridge, clean those too.
If that doesn't change, try a different cyan cartridge, if that still doesn't work you will probably have to get the machine serviced.
