Hi without having it in front of me... Do you mean pulley or flywheel? There is a lot of good info out there especially UTube videos. I am thinking if its a pulley it should have holes in it that you can jam a screwdriver in to stop it from spinning, then use a wrench or socket to get nut off. Spray the heck out of it with brake clean or WD40 first. Remember, you break it you gotta fix it!

Troybilt Rototiller. Most likely the Pony model. Tiller is about 50 years old. Belt slips. I put on a new belt last year. Is there any adjustment of the pullies to tighten the belt?

On the engagement lever where it locks in.The lock block will wear on the bottom or the engagement lever gets bent. What we did was weld a brace to the engagement lever and maybe a little build up on the block where the wear is.

It's at top dead centre on th crank the cam pully marks at top of head and inlet valve just on opening th dizzy pully marks are lined up with the crank locator when you look from th marks and have taken...

You have the wrong valve openong. To time an engine properly the Exhaust valve opens when you go past TDC, n ot the intake. The intake should be closing as you come up on TDC. Just pull the dizzy back out and give the engine one complete turn and put it back in. Hope this helps.

Craftsman rototiller 3 5 model 917 299130 leaks

Sounds like you are speaking of the float bowl.
It should not have a hole in it.
You could purchase the part from Sears or a small engine shop.
If it were mine, I'd remove the bowl, clean it, and patch with a gasoline impervious material such as JB weld.
