Search carefully onto the fuser cover for the actuator for exit sensor.
There is a spring that moves the actuator into normal position when the paper has passed. If it seems the spring is out from the actuator it will think there is still a paper jam. The best bet would be to call a service company to come out and make repairs if you are unable to get this spring back into place. After resetting the spring into the correct location, restart the machine and see if the problem continues. If it works and then goes into error mode again, it is likely this spring and or senor will need to be replaced.
Good luck.

SOURCE: My Toshiba E-Studio 650 is displaying a paper jam in the copier. I have removed all paper jam and I have replaced sensor. What am I missing?

There are other sensors to check or verify that there is continuity in the wires of the sensor that you've removed

good luck

My Toshiba E-studio 650 keeps E03 which means paper jam how can I fix this?

Probably moved some sensor caused by the paper jam, the sensor looks out of place or dirty and also check the continuity of the cables.
