Start with metal and cut the shape ( there is many shapes ,4 pointed star , 5 pointed etc ) heaver ones fly long distance and have power when they hit the target lighter ones can penetrate deeply into closer targets but lack accuracy for longer distance so after you pick what type you want to make as in 4 or 6 shaped ones and also the lightness you need to cut out a template in the metal that you will use , hacksaw , grinder , etc after the rough shape is cut you will need to file down and bad spots and make the points sharp also giving each star point a knife edge thats just about it , you can also use 4 small kitchen knifes removing the handles and drilling a hole through each knife so that they can be joined together using a rivet or small nut and bolt giving you a easy way but similar product , also a spiked throwing tool in the same shape is easy to make and gives a good result
