Segments are usually on outer edge of dial.
Some timers the segments lift up, some push down, some pull up and out, etc.
Use a fingernail or small tool and fiddle around with it.
Some timers have pins located on dial face that click inward or outward. Use small tool and move them in and out.
Some timers have trippers that you attach to outer edge of dial.

After moving some segments-pins. Plug lamp into timer.
Turn lamp on. Plug timer into outlet.
Manually rotate timer dial and watch how lamp turns on-off.
Move timer switch both directions and manually rotate dial to see lamp turn on-off.
These tests will show you how to set pin-segments-trippers and switch for your specific timer.

The timer dial rotates as time passes. The dial is a simple clock that rotates because of a clock motor.
The dial causes segments-pins move small lever that turns lamp on-off.
Just like any clock, the correct time has to be set. To do this: rotate dial until current time lines up with arrowhead located on inner dial.
