Tv turns on but no picture. can change channels and has sound. when I shine a flash light on the sceen I can see the picture.

The backlight has failed. May be the power supply for it, the inverter board or the lamps. Not something you can fix unless you are a tech.

The tv is entering what is known as a protect mode. This happens due to failure or the components that control the amount of voltage entering a particular circuit. EX; Resistors, Voltage Regulators etc.,
The location is most likely to be the power supply board. How good are your electronics soldering skills? I would not want someone with out prior experience in working on electronic circuits to attempt it and hurt themselves.

I had a similar problem with my Phillips 42 in. LCD HD TV.
Here's the problem. The Power Supply Board. I opened my TV
up(warranty was up of course) and found several bad capacitors.
Phillips and several other companies were sold capacitors that although
were highly rated failed within 5 years because of a lack of
preservatives. All sorts of electronic equipment is now being effected
due to these defective capacitors.
Solutions?
1. Take it in and have it fixed
2. Open it up, check the board for faulty capacitors(bulged or leaking) Buy a new Power supply board and install it.
3. Remove PSB, remove faulty capacitors and replace with compatible new ones.

Your backlight controller is probably faulty. Check for bad capacitors. It may be one or more inverter transformers which is faulty, inwhich case it is usually easier to replace the whole backlight
controller board.
