Turn the device off. Press and hold the Power key. When Samsung appears on the screen, release the Power key. Immediately after releasing the Power key, press and hold the Volume down key. Continue to hold the Volume down key until the device finishes restarting. Release the Volume down key when you see Safe Mode on the device. Uninstall apps that are causing a problem.

and to totally close the apps open, double tap the home key then tap the apps below which will be appearing after you double tap the home key then tap the "x" or just swipe up.

check the other keys (ctrl, alt, Fn) if they are stuck. When you mean apps part, do you mean the apps on the functions keys? If so, you should be pressing the Fn key usually located at the lower left of your keyboard.
Try to hard reboot ... Press and HOLD home key and power / stand button ... you will see switch off screen... keep pressing both buttons... phone will off.. dont leave the phone.. once the phone start turning on you may leave both keys..

Have you tried to reinstall the drivers from the recovery apps? If you go into the recovery process, it gives you the options to recovery the whole system or just the apps. Choose the apps and this should correct your problem. (If you can not recover the apps without recoverying the whole system, go to eMachine support page for driver download.)
That circles mean the progarm is running. The n95 keeps apps running in the backroun. To see the apps running u can go in to the menu and look for the circle, or u can press and told the menu key this will give u a list of the apps. U can also exit the programs from this by hitting the clear key. If you press the end key or exit the progarm with out hitting the exit button then it will keep running.
