Murray M20300 is produce by Husqvarna (HOP) group. Its product number should be 96114002702. It uses a Briggs and Stratton engine model number 9T602-5019-B1.

The carburetor PN is 795475 which include the 795083 diaphragm and gasket. This diaphragm and gasket is most problem found when the carburetor fails to operate. Considering the cost of the carburetor kit it is just cost effective to purchase the whole carburetor replacement kit.

You can purchase from online vendors that sells Briggs and Stratton parts or purchase local from a local shop that deals with Briggs and Stratton engines.

Install Carburetor
NOTE: Always replace air cleaner gaskets and carburetor mounting gaskets any time the carburetor has been removed for service.
1. Position new gasket on studs with long edge of gasket opposite fuel inlet of carburetor.
2. Hook governor spring in throttle lever hole without grommet. Hook governor link in throttle lever hole with grommet.
3. Hook choke link into outer hole of choke shaft from underneath. Slide other end of choke link into slot in governor control bracket.
4. Position carburetor on engine. Install Carburetor to intake screws or nuts and torque to 70 in- lbs
5. Connect fuel hose to carburetor and secure with hose clamp.
6. Using new gasket, install air cleaner assembly to carburetor.
Adjust carburetor, if applicable.
7. After final carburetor adjustment, use Knockout Pin #19135 to install new limiter cap with flat side facing up.

Hard say exactly without model of engine, but on most small briggs engines is as follows. One end of the spring will hook into the loop of the linkage wire that connects the governor to the carburetor butterfly and the other end will hook into to O of the throttle plate. Thus as you move your throttle plate to increase your engine rpm it applies more tension on the spring opening the governors up and vise versa when moved to lower your rpm's. Hope this helps.

adjust jet to full close then open quarter turn , check manifold for leaks .sounds like the gasket leaking not tight ,

you have a sticky one way clutch... this is on top of the engines crankshaft

There is an idle control spring that fits from the loop in the throttle linkage to the plate at the front of the motor. There may be one other spring if it has an auto choke system that fits from the choke lever to the flywheel cover
