If the cd player still turns on and won't let you do the actions that you stated then you will have to replace the unit. However if it doesn't turn on at all ( radio doesn't turn on) then it could have possible gotten unplugged.
Ive never changed them in a Volvo, but the several other vehicles I have, it's just a snap on socket to attach or remove. So, to remove, gently pry apart, to install, push round opening onto round 'ball' til it snaps in place. They should come w/ instructions.
passenger side under car ,10mm socket ,remove bracket ,press in plastic retainer and pull filter or fuel line on both side,install new filter with arrow facing forward inside bracket, crank about 2 times and it should start
