All other phone sounds work. BT socket works with wired phone. Changed rj11 cable and still no dial tone. Have registered the two handsets to the base. Any help appreciated
Are you using dsl broadband this could interfere . Type of signalling may be a problem. If multi tone or decadic on phone line does not match phone settings but I would expect you hear dial tone. do you have cable plugged into a phone socket it could be a internet rj45 socket.They look the same at the wall especially in an office environment.

If the second handset works ok on the base and the first handset doesn't, then you are right...the fault lies with the first handset. There are batteries ( special type ) in the handset, it sound as if either the batteries are dead, or not charged ( try charging them for 12 hours on the good base station ) or the connection is bad.

The problem is possibly the keypad on the phone. Try another phone , preferrably a standard corded phone. If you still cannot break the dial tone, then the problem is with the telephone line (phone company)

is your phone about a year old? It may be the battery. The vtech phones have weak batteries that clunk out after about a year and you'll get dropped calls, looking for base etc... The phone still appears to be working and the battery indicator tells you it's charged, but the battery is too weak to keep the wireless connection going.
Had the same problem and replaced the battery. budgetbatteries.com had
the cheapest ones. But it's a knockoff, so I don't know how long it
will last. So far it's been 3 months and the problems are gone. I would
try that first and see how it goes. I paid about $15 including
shipping. If you buy it from vtech it's at least double...

Check the Battery on the Handset. remove the pwr frm the base unit n connect aft 30 sec. aft this if it still says the same msg, then the handset needs to be replaced.
Since you didn't mention the brand/model/type of your phone, I assumed it's an analog one directly connected to your internal Tel Central or Public Tel Exchange.
Try one of the following isolation:
1. Replace your phone with a known good one. If dial tone exist, then your previous phone is faulty.
2. Replace your line cord with known good one. Maybe one of the connector (RJ11) is faulty.
3. Check the wiring connection in the face plate or tel outlet. Maybe there's loose contact somewhere.
