How do I recover from usb or recovery partitoin when winload.exe not found

I have been trying to recoverwindows 7 to this laptop from a usb key made by a HP tool and from a recovery partition. The key would not boot untill I got easyBCD to create the boot files. I used easy BCD to create many different options but all end up with file: \windows\system32\boot\winload.exe not found Status 0xc000000. I put a copy in all drives in \windows\system32\boot\ with the same result whether I boot from USB or HDD. Windows start up repair finds no problem with the start up. I tried activating the system partition and the recovery partition with no change. I have been at this for two weeks using F11 key, bootrec, bcdedit and now easyBCD. I have about 15 bcd backups. Do you have any ideas I may have missed?

Most of the boot up of problem because of hardware problem, registry missing or crashed, file deleted or changed.
You can boot up your Windows with Tenorshare Data Recovery WinPE.It allows users to burn ISO file to CD/DVD/USB flash drive directly.
Step 1: Download Tenorshare Data Recovery WinPE in any available computer (not from PC that can't boot up). Then launch it.
Step 2: Insert CD/DVD/USB flash drive to the computer, choose ISO image file. Here we take USB flash drive for example. Then burn ISO file into flash drive.
Step 3: Insert the burned flash drive to the unbootable PC. Run computer and press "F2", "F10" or "Delete" to enter BIOS setup.
Step 4: Use the arrow keys to select Boot tab, select Boot Device Priority and press Enter. Please choose 1st Boot Device to USB, and then press F10 to save setting. Now,you can boot up your PC.

Winload.exe

Hi there.

When you turn the laptop on, keep pressing Alt+F10. This should open the recovery program. Follow the on-screen instructions for factory settings.

Let me know if this does/doesn't work.
