A ball park figure would be around $600 with cost of pump and labor with labor being most of cost as placement of pump. But I would say you have the full right to have a second opinon of what is wrong with your car before you pay out that amount. Remember you are the customer and they are the client. And cost difference of thermostat and pump is some bills and pcoket changes as you have shown above.
Bad news if he ran it without water he may have damaged the seals inside. If you screw in your water hose and water immediatly leaks from pump head then those seals need to be replaced they cost about $75. If its an RKV pump they are very resiliant and expensive they are usually worth rebuilding.
Labour cost man, I don't know how much the repair shop owners pay to their mechanics, but yes that's over charged, If they work 6 hours on that engine to replace the water pump, it shouldn't cost more than $240, and this price includes all their costs and labor and benefit. try asking them how many hours are they gonna work on that car, and multiply that by $40/hr, it shouldn't take them over 4 hours to install a pump.
what is the labor rate where u live, here it is $135.00 US per hour, the water pump is driven off the camshaft timing belt, a new timing blet idler pulley is also a must, so you will need a new timing belt also, it can't be used over

On the 1987 plymouth voyager after market water pumps can cause shredding of the timming belt.
Use of a original maufacturer water pump can sove this problem but does cost more. Worth the cost unless you just like changing timmimg belts.
An electric heat pump needs heat available to pump. If it is 30 degrees outside, heating a spa to 102 or so, may be impossible unless the heater has some type of alternative heat source.
A properly sized, gas fired heater can take care of a larger range of heating needs.
A combination heat pump and natural gas heater, probably with a controller, really makes the issue more difficult, expensive, and would require a lot of study for efficient, cost effective operation.
Bottom line: In really mild climates a heat pump might do the job. In cooler climates the gas heater rules. And where a wide range of temperatures and high heat demand is wanted by the customer, a gas heater is the only way to go. A backup heat pump may take years to payout.
