click your "fn" key and then press the brightness key on the keyboard (it will be a blue or green "sun")
If this does not work, plug an external monitor to the laptop, if the screen is good on the monitor, your LCD display panel is shot.

The lines indicate a slow failure of the LCD and it is progressive. The system can be connected to a VGA monitor and you can select the External display using Fn + F8 key combination.
LCDs are about $100 on EBay

The GPU may be bad take it to a shop the motherboard may have to be replaced to fix your issue...

yes you have monitor out VGA connector just check left side of your laptop you can see 15 pic monitor output , that's VGA connector, you can use them to connect your lcd tv.

Dell inspiron 2200 will not power on
Check your AC adapter for an LED showing it is getting power from the wall. Make sure you have no external devices connected, then try booting with just the AC adapter, next, just the battery. If still nothing, then your motherboard is probably bad.

Picture Projection
The default to enable the external VGA is Fn+ F8, it toggles between LCD, LCD + External and External only.
You may need to wait up to 15 seconds for the switch to occur.
There also may be issues with the resolution of the projector and or detection if using some type of adapter in the connection.
Resolution of the projector is 800 x 600, so you may need to reduce the system resolution to that too.

Dell Inspiron 2200 cant connect to internet
go to support.dell.com and download the modem driver to an external media (cd, thumb drive, etc.).
then right click 'my computer' and go to properties then device manager. you should be able to go to the modem and update the driver from a specific location and then point it to the external media you have downloaded the driver to.

Screen wont light up

Try connecting an external monitor to the Dell Inspiron 2200. If the monitor display is fine, then your laptop’s LCD display panel is defective. If the monitor display is dark, problem is with either the video card or motherboard located inside your laptop.

Connecting TV via cable.
Hi,

Try lowering your laptop's screen resolution and refresh rates to the lowest possible.

Additionally, you need to press Fn + F? keys on the laptop to cycle on laptop display, laptop display + external display and external display. The F? key would be the one with the small monitor icon.

Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.
