Contact the company that is double-charging you, or sign in to your account there. This help site can't do that. You can also call your bank and stop payments to that service.
Which account do you mean? If you mean Yahoo! Mail account, then you might be on the wrong webpage or phishing page. If you can, please post back with the link of the page you were accessing when signing up your account. Let me check the url and the contents of the page. The correct Yahoo! Sign up page url is here(Click Here).
While signing up for a free Yahoo! Mail account, you'll never be asked for Credit/Debit Card info. I am not very sure about what Child ID is.
Good Luck.

Once an account on the internet becomes compromised, contacting the entity establsihment to restore the features either with email, phone or mail addressing. Acquire the host details from which notification would be made to recover the missing details or make adjustment corrections.
that's simple, go to Paypal.com, hit the Sign Up button and follow the instructions. Note that Paypal works best for some countries. Check to see if your country is in the list. If it's not you wont be able to create the account. Then, once you create the account you'll need to insert a credit/debit card and go through the verification process. You'll need to have a few bucks on the bank account in order to go through the verification. Paypal charges your card for $1.5 and after a few days your bank statement should show a paypal 4-digit code that you'll use to verify that your account is OK. Once you go through the validation you'll be refunded for that $1.5 and that would be it.
Dear Friend, PayPal is better to Use Transaction through
Internet. I strongly recommend to Use Paypal if you want to Buy
anything as online Purchasing. They are not Levying Charges for
Purchasing through Internet. But Papal is charging up to 2.9% as
Fees for Receiving Money
from anywhere. You can Link your Bank Account to PayPal.They will
Confirm your Bank account by Sending Small amount to your Account. Then you
have to type that amount in Specified Field to Confirm Account. You have to
Ensure the Name in Pay Pal and Bank Account name are Same.
Otherwise Withdrawing amount to bank from Papal could not be Process
and will have to pay some fine. You can Link your Visa card to PayPal. PayPal will
charge 1.95 dollar for Verification and will Refund to your account. What can do with PayPal?PayPal lets you quickly
and securely send and receive money for goods, services and more.
