Exterior Courtesy Lamps
The SEO 1 15 A fuse in the engine wiring harness junction block supplies battery positive voltage to both the exterior courtesy lamp relay switch contacts and the exterior courtesy lamp relay coil circuit. When the driver or passenger door is opened the body control module (BCM) energizes the exterior courtesy lamp relay. Current flow is from the exterior courtesy lamp relay to both outside rear view mirror exterior courtesy lamps. The exterior courtesy lamps are grounded at G200 and G203. When the remote function actuation (RFA) module receives a door unlock command from the remote function actuator transmitter, the RFA module will send a message to the body control module (BCM) indicating that an UNLOCK command has been received. The BCM must have inputs that indicate that the ignition switch is OFF, all the doors are closed. The BCM will activate the exterior courtesy lamp relay illuminating the power outside mirror exterior courtesy lamps. If the door locks are activated to the LOCK position, or if the ignition switch is turned to either the ON or RUN position the exterior courtesy lamps will deactivate immediately.
When an outside door handle is lifted or a door is opened, the exterior courtesy lamps illuminate.
I would think maybe a relay problem , not a fuse . The exterior courtesy lamps relay , located in the relay block body . Relay Block -Body
Under the left side of the instrument panel near the left kick panel
If this doesn't fix the problem you need to have a qualified repair shop that has a factory or professional type scan tool view code's in the BCM - body control module .

Project is not clear.
Are you replacing the timer with a switch?
I have complete files on timers, so if you are replacing the old timer with a new timer, then add a comment and say which timer you are installing.

You have 3 cables. Assuming 120Volts.
Each cable has 1 black and 1 white and 1 ground.
White wires are twisted together and pushed to back of box.
Ground wires are twisted together and pushed to back of box.
Black wires are next:

(A) Cable A:
One of the three cables will have a black wire that connects to both the switch and to the timer.
So look for the black wire that connects to both switch and to timer.
This is the hot wire from breaker box. Connect this black wire to both switches including new switch.

(B) Cable B: One cable goes to garage lights. Black wire going to garage lights connects to on-off switch.
So the garage light switch has 2 black wires: 1 black wire from cable A, and 1 black wire from cable B going to light.

(C) Cable C: One cable goes to outdoor lights. Black wire going to outdoor lights connects to new on-off switch.
So the outdoor light switch has 2 black wires: 1 black wire from cable A, and 1 black wire from cable B going to light.

15086 timer:
Pressing door will override timer setting and manually turn switch ON-OFF.
Press door or open timer door, and press any of 4 buttons located in corners.

However, you are moving the small switch from Timer to OFF.
And when switch is OFF, the override does not work because circuit is OFF.
You want a timer that can switch programming OFF, and not switch circuit OFF, so that device toggles between timer and ordinary switch.

Looking at timers on the market today, I cannot think of any in-wall programmable or box timer that does what you want. Each has manual override that reverses timer function, but when you set timer to OFF, the circuit is OFF.

Plug-in-type timers have override button that turns programming off, and then you can operate table lamp normally with the lamp switch. But in that case, the lamp has separate switch that operates outside of timer functions.

GE 15070 24-hour mechanical timer could do what you want:

In this specific case, when you wanted to operate timer like a light switch, you would move all the pins inward, and then use the on-off switch. The problem with this idea is the pins are tiny, and you need very good eyes or a light-source and small tool to continually adjust pins.

You posted under T101 timer.
Most box timers have model number and instructions pasted on inside of door.
Instructions can seems a foreign language sometimes.

If your timer is different than T101, then add a comment with timer number.
I have extensive files on timers.

Box timers are generally used for heavy amperage loads like outdoor lights, swimming pool pumps, water heaters, parking lot lights and lighted outdoor signs.
They are surface mounted near breaker box, or in attic or basement, or garage.
Box timers are used in schools to ring bells, and inside factories to run processes and fans.
Some are complicated electronic devices used to control machines with one second precision.
Mechanical box timers are noisy when turning on-off, so are generally not installed in living area of house.

T101 timer is least complicated of any timer.
It is used for ordinary household 120V circuit.
Timer has 120Volt clock motor, and controls 120Volt circuit.
For example 120Volt water heater, or 120V grow lights, or aquarium, or any application up to 2 horsepower, for example timer can be located inside garage to control outdoor lights.
T101R is raintight outdoor box, with rubber gasket on door that seals tight when closed.
Raintight boxes are installed outdoors to operate 120Volt spas and pool pumps.
When box timer is rated for indoor, there is no rubber gasket on door, and that box is called NEMA 1 enclosure.
My local Lowes sells T101 T103 T104 > and each is for slightly different purpose and each wires differently.

Here's how T100 series timer works:
Lift and rotate yellow dial until current time lines up with silver pointer.
Clock motor rotates dial as time passes.
Clock motors are accurate for years, but current time has to be reset after power outage.
ON-OFF trippers are placed on outer edge of dial.
Trippers push a lever, and lever turns circuit on-and-off.
ON tripper pushes lever one direction.
OFF tripper pushes lever opposite direction.
Each time lever is pushed, manual-override lever clicks back and forth with audible sound.

I think this is the dealy timer you have installed and if your relay is connected to the other side it becomes and switched on timer.
So I think if the timer controller is correct you must connect the lamp to the OFF relay and when the door is opened the lamp wil light up for the designated time set.

This sounds like load leakage current through the timing device. The timers shown in the picture use electronic control components and do not turn the power all the way off like a light switch, especially if not grounded properly. This can cause issues with LED lights since they are basically diodes and can "leak" power in reverse bias.

Most of these timers have a three-prong plug - they should be plugged into a grounded, three prong outlet so the residual current is shunted off during the "off" cycle.

In plain English, the circuit should be grounded.

You could try another type of timer, like one meant for air conditioners or lamps - they use a basic on/off switch. However, these devices may not be rated for outdoor use so be careful.
