I got the same problem. It seems they did not develop specific drivers for win98se. However, I found that you can print using the drivers for the old Samsung ML-2510. Win98se drivers for that printer can still be downloaded from Samsung website. I've been using the 2510 drivers with the 1640 printer for a couple of months, and worked fine so far. It seems very little change in electronics from the 2510 to the 1640 model.
You need also Virtual Printer Port for USB from microsoft.

You have to flash the printer with the fixed firmware and it will never ask you again for a new toner cartridge :) it is a 1 minute job for me and i charge my Local customers 10 Euro mostly because it has to be done just once and then you just refill the cartridge without doing anything else ( this is just an explanation - i don't want your money)

Look to see if there is a job sitting in the queue and delete it, then for good graces, unplug the machine and let sit for 20 minutes, it will assist in clearing the memory chip too, the plug in and it should be back to normal! please let me know if this does not tackle it, we can go from there.
