Chances are you have a bad breaker or loose wires on the breaker. What size breaker do you have on unit. Heat of the day plus full load on the unit could cause it to trip. Rus

15,000 BTU stating current 18 to 20 amphs. And running amphs will be around 6.5 to 7 amphs.

That would work, if for no other reason, to isolate which one may be drawing too much/more amperage. Keep in mind as well, after a breaker trips too many times, it usually will get weak and trip at lower amperage. If all is same, ( wiring from AC units) and units are cleaned regularily and no other internal problems such as weak, bad, capacitors etc, they should both draw same or close to same. If possible that someone has a multimeter with amp draw clamp, that would confirm where trouble is.

My landlord installed this brand new out of the box. Our apt is 900 sq ft tops. This unit can't even cool down our living room and kitchen. If the whole 2 bedroom apt is 900 sq ft, you can imagine how...

The AC your landlord installed is rated at 8000 btu which is way too small for 900 sq ft. You need at least a 15000 Btu Air conditioner and a 'well insulated' house to be cool.
A good rule of thumb in the AC business says you need 1 ton (12000 btu) of Air conditioning for every 600 sq feet (if the house is well insulated) - if not - then you will need 1 ton (12000 btu) for every 400 sq feet.
So, if you have 900 sq feet and the house is well insulated you should have at least a 15000 btu unit.
If it's not well insulated you will need 24,000 btu.

Dometic Duo Therm, 15000 BTU: Thermostat works, fan runs, but no cool air. Any ideas?

Check the compressor and the condenser fan to see if they are running;they will have to be checked from the roof. If one is running and not the other then check the capacitor for the one that's not. If both are off then check the contactor that controls them. You will also want to make sure they are getting power. If they have power and the capacitors are good, check the motor windings for the fan and compressor. Hope this helps. Let me know what you find.
