No you just need a new flapper for your flush valve. Its just a 2 minute job.

Short push of lever for small flush, push and hold lever for full flush.

If you lift the lid you should see where the handle goes through the porcelin. You can remove the handle by unscrewing the nut inside the tank. Try cleaning the inside of the nut as sometimes water deposits collect in this area and cause binding on the handle shaft. After you clean it up you can apply a very small amount of petrolium jelly to the handle shaft when you reinstall it, this should prevent the problem from happening again.

The flush valve gets stuck after each flush

Often it's the rod just inside the tank that is hitting the white nylon nut that tightens the handle. Hold handle and bend rod up a little. Over time people sometimes push too hard on flush handle it tweaks that rod.

Take off the top lid and look at the flush handle mechanism. You'll see a not that holds it onto the tank. Tighten the nut so it is snug. Don't overtighten it or you could crack the tank. Next inspect the chain that goes between the end of the flush handle rod and the flapper valve. It should lift the flapper all the the way up when you operate the handle.

The siphon mechanism works on a vacuum principle. If there is the slightest damage to the siphon membrane you will experience the problem you describe. A new siphon is required.
