Check the battery: Make sure the battery is fully charged and properly connected to the scooter. If the battery is low, charge it fully before trying to use the scooter.
Reset the controller: Turn off the scooter and disconnect the battery. Wait for a few minutes, then reconnect the battery and turn on the scooter. This should reset the controller and may fix the issue.
Check the freewheel lever: If the freewheel lever is engaged, the scooter will not move. Make sure the freewheel lever is disengaged before trying to operate the scooter.
Check the throttle: If the throttle is not working properly, the scooter will not move. Make sure the throttle is fully engaged and that there are no obstructions preventing it from moving.
If the battery is gone(bad), sometimes it will show fully charged (volts are good).. but it has no amperage to "push" the voltage... It takes amperage to make the drifter move... (time for a new battery)... they don't last long...
Sounds like the system board is faulty since its only 3months old get the system board replaced you wont lose your data if they do it right. If you have another laptop swap the hdds until you get it fixed.
If all 4 lights are on, it is a problem with your av cable,make sure its fully pushed into the console.
If its 3 lights then you have a general hardware failure, if the console has not been tampered with in any way and is less than 3 years old contact www.xbox.com/support you may be able to get it repaired free of charge.

It is possible the the battery could be damaged after being stored for that length of time. If it was wasn't completely charged before storage, or if it was exposed to extreme temperatures (even for a short amount of time) you may need to find a replacement battery. http://www.batteryinternational.com/electric-scooter-batteries.html should have the battery you need.
i have the same exact problem on 1 of my sons MX5s..i checked all 3 batteries and all that! you left out the controller clicks when the back wheels sapose to be moving ,it's not....so worse case scenerio batt,controller,motor,(650 This time)& throttle....So theres our blue print...lets hope it's just the batteries....!
Make sure the battery is fully charged i know it sounds like im taking the mike but if your phone has crashed then it may not be charging at all, then if that dosnt sort it then i would say you need to get your phoned flashed (software upgrade) this can be done by your local se service centre of unlocking shop
