I have a Dyson DC07. The roller wasn't spinning so I cleaned the brush of hair and fibers. That SEEMED to do the trick. But while vacuuming I noticed again that the roller brush was not spinning AGAIN. The belt by the roller brush is intact. The filter is clean, and no blockages anywhere.

The brush will only spin when the machine is reclined. Not when the machine is stood upright.
If the brush doesn't turn when the machine is reclined, and the brush control set to "auto", you have a brush bar and/or belt problem.

try cleaning all Hose

You need to clean your roller and replace the clutch assembly that drives the belts. poorly designed vacuum with many flaws.

On my Dyson, there is a brush reset button on the top right hand side (if you are looking at the front) that you can press to reset the brush. I was vacuuming and too lazy to move a toy and this worked for me once I freed the rope from the brush.

It could well be the dog hair. You'll need to remove the roller brush and completely clean it off with the hair which sounds like it has wrapped itself around the brush and the brush end washers. Check that the entire roller brush is completely clear and if any dirt is found at the sides, remove it.
