Are you sure its the condenser fan? The fan is attached to the compressor power and wont run unless the compressor is running. On the other hand the fans inside the cooler will run 24/7 and are designed for continuous duty. If someone has worked on the compressor wiring you may have to re establish the wiring following the wiring diagram. I have seen condenser fans wired in hot areas to run continuously to attempt to cool down a hot compressor or compensate for a worn out or damaged condenser that doesn't get rid of the heat from the system. If that is the case a new condensing unit is probably in your future. Hope this helps good luck.

When was the last time you cleaned the condensers? You may do so by removing the toe grille and use extended vacuum attachment and condenser cleaning brush to remove dust buildup from condenser coils usually located on the left side underneath. If you hear the compressor running and if it is providing warm air then that means it is operating correctly and the sealed system is removing heat from the cabinet. Fan motor/evaporator may be the primary issue. However, if you do not hear the compressor and the unit is blowing room temperature then the unit may possibly have a sealed system leak, faulty compressor or overload relay. Also check the condenser coil under the fridge, it is very possible it needs cleaning. If the condenser fan is not working properly then it has to be replaced. If the condenser fan motor is fine and the cleaning did not help then the sealed system is low on Freon and in such case you need a certified technician to fix a leak and to charge the system. If by coverings you mean the side of the cabinet, that is usually an indication that the compressor is running hotter than normal, could be a bad compressor, compressor fan, a leak of refrigerant, a dirty condenser coil or some other problem possibly. check to see if the fan is running, and if the condenser is dust clogged.
If you have a condenser fan, it's probably not running. It's the fan underneath near the compressor and blows the heat off the condenser coils. It should run when the compressor runs. It should spin freely when you turn it and if there is voltage to the fan plug it should be running.
