Flip it over and unscrew the screws that hold the bottom skid to the chassis. Pull that off and check the intake to the hose. You will likely find it stopped up there.

SOURCE: Brush is not rotating.

Turn the vac over, remove the access plate, covering the brush roll, 2 to 4 screws. Brush roll part number is 2032032if you need it, belt is a Bissell Style 7. While you have the brush roll off, check in dirt inlet to see if it is clogged, also check the hose to see if it is clogged. You won't feel suction at the bag tube, it has to have a bag on it and the lid closed before it will create suction.

SOURCE: Bissell upright vac, brush on bottom does not rotate

The front brush motor will not engage until the power is turned on and the handle is in the down position. In the upright position the brush motor wont engage. Typical faults will be the belt is broken and needs replacing or the fornt brush motor needs replacing.

The brushes will only work if the handle is released and the ProHeat vacuum is running . There is a micro switch inside the lower handle that switches on the DC carpet brush motor. The DC power for the motor comes from a Bridge Rectifier on the PC Board. [email protected]

SOURCE: bissell carpet cleaner brushes won't turn

Make sure you have released the handle, as if you wanted to push the machine forward. If the handle is locked upright, the brushes do not spin.

If they still don't spin, you may have a broken belt. Look carefully at the base, on each side. As I face the front of mine, on the right side of the machine, a small belt goes around one brush and a small cog wheel. On the left side, a larger belt goes around both brushes. If either belt is broken, the brushes will not spin. This can happen if you let gunk build up inside the clear plastic side pieces or around or above the brushes. It's very important to constantly be cleaning your Bissell. The belts can be ordered online and replaced. See your owner's manual.

I would suggest taking it to your local vacuum cleaner store and have them look at it. Most bagless cleaners need to be serviced annually to maintain performance.

Sounds like either the hose or the inlet down by the brush roll is clogged.
