1 Press the MENU key 2 times.
• The "PRIVACY" icon appears on the display and blinks.
2 Press the ? or ? key to select "On" (privacy on) or "OFF"
(privacy off).
3 Press the MENU key 2 times, or press the PTT, MON, or
CAL key to confirm the setting.

The old radios might hard coded programmed. You need a computer cable KG22 and the software KPG75D. I converted my 3130 to the 3131 which was previously programmed to a retail store. Now I'm back to FRS/GMRS instead of the business freqs.

The software is only availible from Kenwood. the only way to get it is to purchase the registration key from them for that software. Sorry, I program radios everyday and even the company I work for has to purchase the Registration keys.
