Broken ribbon cable cause key pad not functioning, you may need contact and order a key unit from fujifilm spare parts and replace it to solve  the problem.

FIRST , go to MENU of camera and look for SETTINGS , DATE & TIME , if you dont see this option then refer to the camera manual to see if you have this option, some camras have this feature and some of them dont , hope this helps AJ

sounds like the keypad ribbon has either popped out of it's socket or, and this would be the common fault, the ribbon has broken. In which case fuji will be your only way to fix and get it serviced at the same time. last quote I recieved was £80.
source a donor camera on ebay for the cheaper option

Try formatting the card in the camera using the setting in the camera's menu.
Some makes of xd or sd cards do not work correctly in fuji camera's. Sometimes even formatting them in the camera does not have any effect.

You lose the date/time because the camera has no power to it to keep the settings. Basically don't leave the batteries out if you want it to keep the date/time. On the other hand it will just sit and run the batteries down just sitting there off. It is a bit annoying but that's why. Most cameras store an internal charge so they can keep the date/time but it is not supposed to last very long, it was designed so you could swap out dead batteries without having to reset the time/date every time. If it is happening on simple battery changes it means something may be wrong with the camera.

Press MENU/OK to display the menu. Highlight the left tab. Select Setup (wrench icon). Use up/down to select "Date/Time".

It's all in the "Setup Menu" section of the manual (page 83 in my copy).

Broken keypad ribbon. It's because the keypad ribbon is folded over twice and the creases split over time. have a look at my tips page for this problem. It won't help you much I know and the only solution is a replacement membrane.

Your camera is suffering from ribbon strip failure.
Likely to be where the strip is folded over to fit into the camera.
These folds stress the ribbon over time and eventually split. To get it fixed you will have to send it to Fuji service centre.

Fuji FinePix F470 works perfectly unless a memory card is present

Some cameras are very sensitive when it comes to memory cards for some odd reason. I would try a different make of sd card.

Camera turns on but it does nothing.

The ribbon cable for the buttons has either come out of its socket because it was not locked down (does happen) or it is broken and will need to be replaced. Fuji will not send out spare parts but will fix it for a price. Last quote I got from fuji to fix the keypad ribbon on an F470 was £80. check ebay for donor camera

F470

The camera does not do exactly what you want. You can print the date & time using the Digital Print Order Format as described on page 52 of the manual (link below): http://www.fujifilmusa.com/JSP/fuji/epartners/bin/FinePix_F470_Manual.pdf I don't see any way of having the data & time appear on the images stored on the PC or camera.
