Search Briggs on the Web, You can order Manuals there. The torque is in in. pounds. Need more info ! A just get them tight and all about the same will work, stagger the bolts in the Head when tightening ( one bolt, one side then the other until done.) Then check them all.

con rod bolt torques are 150 in/lb or 12.4 ft/ lb
cyl head bolt torque is 220 in/lb or 18.5 ft/lb

i would torque them in this sequence
start from bolt centre top , then bolt centre bottom, then bolt left upper , then bolt btm right, then bolt bottom left , then bolt upper right , then bolt centre left
should be 7 bolts 5/16 x unc

ADJUST VALVES
1. Set No. 1 cylinder at 1/4" (6.4mm) past TDC, compression
stroke.
a. Adjust valves and check, Fig. 17.
Valve Clearance (cold) IN and EX .005" (0.13 mm)
b. Torque adjusting screws and jam nuts to 60 in. lbs.
(7.0 Nm).
2. Set No. 2 cylinder at TDC, compression stroke.
a. Repeat for No. 2 cylinder.
