There are a few possibilities.
1. The batteries may have drained lower than the charger can sense (it won't even turn on until it senses a battery attached). Try using a car charger to bring them both up to over 12vdc each, then try again. If it works, do not drain the batteries that low again.
2. Problem in the charging path- wall outlet, charger, cords, connectors. This is tougher to deal with, but take it step by step with a multimeter. Outlet works? Charger turns on (lights or hum), charger works on another chair (tough to try at home), etc. Some chairs have a fuse or two in the path that can pop.
3. One or both batteries is defective. Unlikely but possible.

I had same problem. I found a Zip Tie had dug in the wires that only effected the charging not the controlling part. Till the Zip Tie dug in farther, till it cut another wire, preventing the chair to move. That's is when I discovered it. After finding this out, my old batteries were probably good. I just assumed it was their end of life

SOURCE: new battries won't charge.

Sounds like the batteries are completely dead, you'll probably need to replace them, sometimes you can only use batteries until they die, and that goes for Wheelchair Batteries too. If they won't charge or keep a charge then they are dead.

SOURCE: I can fully charge the Chair and my battery lights

It sound like your batteries need to be replaced. how old are they? The battery life eventually dwindles down to almost nothing it says its full because it is full to its capacity however it's capacity has depleted.

Indeed, you need to find a repair shop. Try a google search for power chair repair, or ask your local hospital or if you can find one a power chair store. Most likely, you have a mechanical failure of the wiring, the battery themselves, or corrosion on the battery posts. Since the chair lights up when the charger is in, it is unlikely that the charger is broken. You may have a failure of the controller board, but that is also unlikely. And batteries do not usually suddenly fail completely; they typically fail slowly, losing the ability to completely charge.

I assume that you did not see a great deal of fluid leaking out of the battery container; you might look in the container and check to see if a battery is cracked or missing fluid.

SOURCE: Hello,

It sounds like a battery problem more than anything. If it were a fuse, the chair would not move at all. When batteries are stored, they need to be kept charged by charging every couple of week or so (ideally). There may be other problems causing this, such as a short somewhere or a problem with one of the motors/brakes/electronic componets draining the batteries, but I feel this is unlikely given what you have described. I would have the batteries checked at a dealer with a proper battery tester. Preferably have the charger checked at the same time. We use a specific battery/charger tester in our shop that is connected to a computer and will give a graph of the battery/charger condition. This way there is no arguments as to whether the batteries or charger is faulty. Hope this has helped.

SOURCE: We put new batteries in our chair but it wont move

With a steady flash of the speed profile LEDs, you have a complex set of one or more problems. The power wheelchair controller is indicating that the charger is plugged in and will not allow you to drive. The charger may very well be unplugged and that leads to the complexity of the problem. You may have a bad on-board charger, a blown in-line charger fuse, or a bad charger harness. You may also have a bad VSI controller (less common). A technician can go through all the checks to verify the first 3 problems which basically involves unplugging the on-board charger and seeing if the chair runs. The technician can also check the VSI controller (There may also be a GC control on this model chair.)
If you have a person who is handy enough to check these rear internal components by either replacing the fuse or unplugging the charger output, then you can remove the rear electronics cover and do the following:
Check the 7.5 Amp ATO fuse in the black boot of the in-line fuse.
Unplug the 3 pin output of the charger down in the bottom of the rear electronics compartment. These are easy and quick diagnostic tips with the parts replacement just as quick. The other tests are beyond the expertise of the average end user. Hope this helps.

My DS Lite wont charge! Help!

Try another charger, yours may be faulty. Alternatively, the battery may need replacing as it is no longer holding charge, these can be obtained very inexpensively from Ebay and you will just need a small cross head screwdriver to remove the cover on the back of the DS lite, then tap the unit in your hand to dislodge and remove the battery.

Seems to charge but then wont come on

Sounds like you bought a defective battery
You can test for this by removing the battery and holding the power button for 15 seconds. This will restart the charging cycle as if the battery were new. If it still goes red get a refund and a new one.

Once the unit is fully charged (green light illuminated) I cannot switch the unit on. Have tried running the battery down and recharged it. Pressed every button in all combinations and ''nada''......It has...

Ok, is this a Rumour phone ?:)
if so, when you charge it you have to open the side with the pull out keyboard...you have to hit the back button to get the menu going....
I have 2 LG Rumour phones, my second is the Rumour 2...and I have to open it like this after it is charged and the green lite is lit....

It may be that you need a new battery, period and charge it fully..
This has happened to a lot of my phones...sometimes only a new battery works wonders :)
Let me know if this helped :)
