SOURCE: Win Vista will not reconise my RR-US470

There are 2 possible options, one is installing the driver or if you're on vista installing the update to connect the device.

Driver:
What you need to do is unistall the driver for the device and reinstall it using the CD.

1. With the device connected go to the control panel
2. Search "driver" in the search box at the top right hand side of the screen
3. Choose the "device manager" option. If a pop up appears just choose continue.
4. At the bottom of the list open the menu for the "Universal Serial Bus Controllors" if it is not already open.
5. Double click on the "Panasonic IC Recorder" choice to open a new menu
6. Click on the "driver" tab
7. At the bottom of the list is the "uninstall driver (Advanced)" button, click it
8. After the driver is uninstalled disconnect the device from the PC
9. Reconnect the device, and it will bring up a new pop up. Choose the "Install Driver" option, it should be the first
10. It will then ask you to insert the CD that came with the device, just insert disc 1 in to the CD tray

Vista takes over from there and installs the driver for you and now your device will show the PC on the screen.

The only place you can get it free is from peer to peer file sharing which can lead to viruses and copyright infringement. Otherwise you can buy a download straight from Microsoft's website.

Panasonic RR-US470 driver windows 8

Unfortunately, Panasonic never fully supported the RR-US470 on any 64-bit Windows OS. The RR-US470 recorder came with the Voice Editing Premium version 2.0. There is a Windows 7 update available here: http://av.jpn.support.panasonic.com/support/global/cs/soft/download/ . The documentation for the update is here:
http://av.jpn.support.panasonic.com/support/global/cs/soft/download/voice_editing21.html . This isn't guaranteed to work with Win7 x64. If you have Windows 8, it might work. With Windows 8.1, it may not work. Starting with Windows 8.1, Microsoft started to demand signed drivers and software for the x64 platform. The original software that came with the voice recorder worked with Windows 98 SE, Win2k, and XP 32-bit. See http://av.jpn.support.panasonic.com/support/global/cs/soft/connect/ve_env.html .

I hope this helps. Unfortunately, many USB connected devices are not supported with regularly updated drivers.

If you do not plan to use the transcribing feature of the Voice Editing software, there may be a slower option to transfer the recording to your computer. Connect the recorder's headphone jack to the Line-In port of the computer, using a 3.5 mm (M/M) audio cable. In the Control Panel for Hardware, go to the Sounds section. Find the Manage Audio Devices option and click on it. In the pop-up, go to the Recording tab. Check that the cable is plugged in and set this to the default recording option. (You can sometimes use the front Microphone jack. However, you'll have to make the computer recognize that you are using it as the line-in.) Use a program like Audacity, http://web.audacityteam.org/ , or any other music/audio extraction software. Set the Audio Host to record from the Line-In. Start recording then start the playback of the digital recorder's audio file. Use the computer speakers to listen to the playback. Adjust the volume settings so that the audio recording doesn't go into the red zone (too loud) or too soft. The indicator for too soft is a lack of volume fluctuation on the audio trace. After you finish recording the file, you can export the audio as an MP3 or other audio format.
