My juicer doesn't work. I have pulled it apart right down to the motor. When I touched the switch, the rotor started turning, however the outside switch doesnt work. Help

It could mean burnt motor, but it could mean that it's simply got gunk in it, and it needs cleaning/lubricating. You'd have to take it apart to tell. A burnt motor has a very specific smell. If you take it apart, and there's no burnt smell, likely cleaning and lubricating will fix it.
Model #JM01C K: The motor works. The black start button works. The on-off Switch does not engage with the start button when moved up and down. Am I missing a part?
First, check that the switch is in the on position. Then, check that all parts are assembled properly. The unit has a built-in safety device that will not let the motor turn on if not assembled properly. The Power Juicer also has a built-in Thermal Cut Off Safety Switch. If the machine was running, then shut down due to accidental overheating, then there is a 10 minute cooling time before the machine will restart. This helps to protect the motor from seizing. I had the same problem because I bought it used. After reading that I needed a key that fit in the holes I used a pair of chop sticks and it twisted right off.
It should unscrew in the opposite direction that the blade turns. Check the blade direction by momentarily spinning the motor with it's own power (don't touch it!). Once you know which direction it goes, unplug it and turn the blade in the opposite direction to remove.
The stainless bar should be on the correct slots on top of the juicer. It has a safety switch on those bars. Smell the motor from under the juicer, it should not smell like burnt. Press hard on the switch, it might be loose.
the motor uses a tiny fuse in the windings and it might be hard to find and rated up to 15 amps... it blows sometimes for no reason and especially on cold starts. also the on-off switch wears out.. and lastly the ac cord breaks inside from stretching too much.
