The T42 has a bulit-in wireless network adapter and a LAN network card. T42s most likely have an Intel wireless card or less likely a Cisco wireless card.
Your wireless network adapter may have been disabled in the BIOS
and/or
The drivers for the wireless network controller has not been installed.
To check the network adapter go to the Control Panel, Click on System, click on Hardware Tab then Device Manager. Then scroll down and click on Network adapters. If you don't see your network controller or you see a yellow ? against Other devices for the Network controller. Then either it has been disabled and/or the driver was not installed.
To get the driver for the network controller you need to dowload it from the IBM/Lenovo WEB site their support/download page from a computer that has Internet access. Make sure you select your laptop model and the driver for your Windows version.
Install the driver and you then need to configure the wireless adapter to suit your wireless router settings before you can access the Internet.

Here is the link to your service manual. I do not believe the unit has a "switch", it can be enabled and disabled through the device manager on windows. Control Panel > system > hardware > device Manager, scroll down to network devices and check to see if it is listed and either enable it or disable, whichever you want.

If the card has a exclamation mark over a yellow background, then this
is an indication that the card is experiencing a problem. Go to Driver
download step 5.
It is possible to disable the transmitter of the wireless card without Device Manager showing any problems.
Note: Follow the instructions provided to enable wireless card.
If you double-click the previously mentioned system tray icon, the
configuration utility of the wireless card will appear. This utility
will be able to show the status of the wireless card, showing what
channel the card is using and what signal strength is being received.
It may be difficult to maintain a connection if signal strength is low
due to either interference or distance. For example, interference can
be caused by 2.4GHz cordless phones, other Access Points in the area,
and physical structures such as load bearing walls or metal partitions.
Note:
The utility can be used to configure the wireless card settings, but if
using Windows XP Zero Configuration or Access Connections, you will
need to use those programs to actually configure the wireless card as
they will overwrite the setting of the utility.

1. Make sure your wall outlook is good. Try a different outlet.
2. Test the AC adapter if you can with a multimeter.
3. Remove battery and AC adapter then hold the power for 40-50secs. Reconnect AC and try power on.
