Setting Up Your Tablet
? Power
? Shut down to turn off the tablet.
II- Unplug the battery, wait 30 seconds, then install the battery again.
Depending on why your tablet is frozen, pressing the "Power" button -- sometimes called the "Sleep/Wake" button -- might turn it off. Some tablets give you the option to restart or shut down; if you have this choice, pick the option to shut down the tablet completely. If pressing the button once doesn't do the trick, hold it down for 15 to 20 seconds -- this often forces the tablet into shut-down mode.
Have you held the reset botton till it shuts of and when comes back on let go. If that don't do it plug it in to pc and reset it like that, or run an update.
Check the tutorial at Techniques to Tackle Android Tablet from Boot Stuck . One or two of these methods will wipe your data and your applications. Losing applications isn't so bad -- you can just reinstall them. But I hope you have backed up your data!
If your tablet is frozen what until the battery gives out.
Once it gives out charge it and turn it on if that doesn't work try this.

I saw (as I was trying to get a mates tablet going) in Security--Interface security seven items that you may need to unlock to access different things. They included Lan, Wireless, HD Audio, USB interface ect., just a thought. Tap on each and unlock if they are locked. First time I have looked at the tablet and was operating on common sense with not computer skills. Good luck

Telnet is an application layer protocol. If you can telnet to the other router, then you do not have any network issues. However, the fact that you can telnet but not ping suggests that icmp messages have been blocked in the configuration of one or both routers. This is a security feature, because attacks can be launched via icmp messages.
