You can download the ower's manual for your model of engine from the Volvo website, but the information in it is very basic.

http://www.volvo.com/volvopenta/global/en-gb/marineengines/operators_manual/

You can also try the Clymer manual

what makes you think it was ever tune right.
was it?

1: is fuel pressure.
2: is float level checks.
3: is jetting,
4: is no intake leaks, or it will never idle right or stalls. or races.
if its rich (wrong jets) it will race with air leaks
if it lean (wrong jets) it will stall with air leaks.

5: the choke is off for all above. tuning the silly chock is last.
on my cars, i run a manual choke, so ends that.

Which is a better/more efficient carberator on a VW Super Beetle?

Check with VW performance parts suppliers, there are better choices, the stock carb is made for MPG not horsepower.

The fuel pump on my 84 range rover will not switch off after the pressure has built up, and keeps on flooding the carbies. Could you give me some solutions to the problem thank you.

have you made sure fuel return line is clear(if fitted)Disconnect fuel return line, remove fuel cap and gently blow compressed air down the line.Another person can listen at the fuel filler for the sound of bubbles and air to confirm its clear. If memory serves you have the solex style carb you may have to check that they are in a servicable condition(needle/seat etc).Have you fitted an after market hi volume fuel pump?
