We Use Debruce Polish on all our cooktops. Debruce also works on

What I would try. Assuming the "burners" means the cast iron assemblies on top of the stainless steel, remove them to an area outside. Perhaps on a piece of plywood, and clean them with oven cleaner. Grease may drip off them, so a deck or driveway are unacceptable. Wear gloves and watch splatters. Wash thoroughly with fresh water before reusing. Beware. Caustic chemicals can discolor stainless
A few cycles in the dishwasher may help. Oven cleaner on the surfaces (pre warmed if possible). Please do NOT use anything abrasive (no metal scrubs, no steel wool, etc.). Ceramic surface cleaner (Ceramibright?) can be used safely.

have you tried cooktop cleaner? this seams to work pretty good at getting stains out of stainless steal. (You know...cooktop cleaner is really just car wax if you had some try this on a little area and see how it works and if you like the results...there you go.) let me know what you think. But like i said always do a test point before doing the whole surface.
To clean the stainless around the star burners try applying Easy-Off oven cleaner around the stars with a Q-tip (spray the cleaner onto the stainless surface first because it's very hard to control the spray output). The cleaner will make your stainless sparkle and the Q-tips allow you to get close enough while controlling the application. Scrub gently with the Q-tip and the stains will disappear within minutes. Wash thoroughly with a wet cloth. I've used this on my older model Thermador stainless cooktop for 5 years.
