This is the most common problem with tablets - there are literally hundreds of people asking the same question and i have had the same problem myself - its usually corrupt bootloader or OS and can be a nightmare to repair.
Sounds like its borked.
Have you pressed the reset button on the back - pinhole - press it with a pin its a long shot.
The real fix is to go into recovery mode using the power button volume up combo. Then select the restore tablet option.
If none of that works you will have to sideload or reinstall using an sdcard a replacement OS - Try cyanogenmod - your tablet will have to be rooted and have the cm bootloader installed however - tablets are not easy things to repair when the software goes belly up. Its actually a disgrace and I have been repairing computers and latterly tablets for the last 30 years and it is by far the most common issue with any tablet except Apple - there is a reason they are so expensive - lol
